The Delaware Association of Chiefs of Police is committed to advancing professionalism, leadership, training, and collaboration among the agencies that serve our communities throughout the First State.

Delaware Association of Chiefs of Police Vision Statement

The Delaware Association of Chiefs of Police envisions a future where public safety is strengthened through professionalism, accountability, and community trust. We are committed to advancing a unified policing model that reflects the highest standards of service, transparency, and ethical leadership across all jurisdictions.

As leaders in shaping modern law enforcement in Delaware, we take pride in our instrumental role in the establishment and advancement of the Police Officer Standards and Training (POST) Commission and the Delaware Police Accreditation Commission (DPAC). These frameworks serve as the foundation for consistent training, certification, and accreditation, ensuring that every agency operates with integrity, competence, and adherence to best practices.

Through collaboration, innovation, and steadfast advocacy, the DACP will continue to lead efforts that enhance public safety, support our officers, and build enduring partnerships with the communities we serve.

Professionalism
We believe that professional law enforcement and professional administration of law enforcement agencies is the best way to provide fair and effective police services.

We believe that we are accountable to our communities, our governing bodies, our organizations, our associated agencies, and our profession for our conduct and the manner in which we performout duties.

We believe that continual advancement of the science and art of police administration, problem solving, and crime prevention is essential to improving quality of life.

  • Note: The DAPC already has model policies for Electronic Recording, Custodial Interrogation, Rule 9 Warrants, Eye Witness Identification, Body Worn Cameras, Active Shooter, Service of PFA’s During a Traffic Stop, Safe and Legal Traffic Stops, Traffic Code of Ethics and Investigating Sexual Assaults (written by the Domestic Violence Coordinating Council)
Commitment to Accountability
  • We support Delaware Police Accreditation Commission (DPAC) accreditation for all agencies (Requires Funding – Task Force agenda item)
  • We support a statewide Body-Worn Camera program and repository (Requires Funding – Task Force agenda item)
  • We support Early Warning Systems to tracks Use of Force, Citizen Complaints, Pursuits and Crashes (Requires Funding – Task Force agenda item
Commitment to Transparency
  • We support agencies to participate in the Police Foundation Open Data to publish Use of Force, Community Outreach, Employee Demographics, Citizen Complaints and Internal Affairs Summaries
  • We support publishing names of decertified officers
  • We continue to support the National Use of Force Database
  • We will publish list of all DAPC model policies on our website with redactions

  • We support all police agencies to adopt community-oriented policing policies consistent with the report on 21st Century Policing
